Accessibility suggestions for some web pages?

Hi Everyone,

I'm trying to develop some interactive pages that meet the requirements of Section 508. Two sample pages are located at: http://www.plblair.net/508/module/index.htm

I know that the "Quit" and "Help" buttons do not work. The "Next" button on the Cleaning Features page is also broken. What I want to determine is whether or not the two pages can be used with a keyboard and what you would do to make the page more accessible.
