I have been using them because we have a very text heavy pages, often
explaining federal legislation. Like an FAQ not every user will want to
read all the page--as it all might not apply to their library.
Frankly as a user I also prefer them--but if it is an access problem,
should I be taking them down? This is also the first time I have heard
anything negative about the use of 'top' links.
