After rereading the recent discussion on "Back to Top" links,
I composed a page that summarizes the points made (though surely
not in a neutral way):

It also discusses the question how "Back to Top" (or, rather,
"Start of page") links should be implemented, if you decide
(or are forced) to put them on your pages.
