Maybe it is a better question, but I'd like the answer to my question.
For your question, as I mentioned in my response to Darryl, the likely
answer is incomplete user agent support. If UA's support a non-valid
technique and don't support a valid technique, you don't have a lot of
choice if you need a specific result.
