In Opera 6.0, It is found in
File > Preferences > Page Style > User Mode > Tables

In Opera 5.0, it is found at
File > Preferences > Documents > Presentation modes > User > Tables

As far as Front Page is concerned, there is no way to markup tables with
scope, axis, headers or other tags without going into the source code, to
the best of my knowledge.
