WRONG! For form controls title is totally reliable. You are transferring the
unreliable behavior of screen readers for titles on links to that for titles
on form controls. You must be more careful in such generalizations. The
title attribute is perfectly reliable with JAWS and with Window-Eyes - and
HPR, by the way.
