Whiteboards and audioconferencing online

Hello,

I have been looking into accessibility issues around Whiteboards and
audioconferencing (or voice over IP) for use in online education, and I
have a bunch of questions:

1. Does anyone know of a Whiteboard or audioconferencing tool that is
well-integrated with an accessible text chat? I know this is a long
shot!

2. What are the legal issues around this? I am thinking particularly
of the work it would be to text-describe Whiteboard drawing or
audioconferences, and I wonder if it is legal to only do this if there
is someone in the class that would benefit. Do people have to identify
themselves as needing a text (or other) alternative? Does the
instructor have to ask? Any other thoughts on this?

3. Any other ideas or thoughts or comments from anyone who may have
thought about this? Would real-time transcribers be needed?
