It certainly IS a replacement when there is no on-screen text to use with
the label element. It trumps adding text and hacking it off screen - in my
opinion.
The label should always be used when on screen prompting text is available
and contiguous. When it is not available or not contiguous, use the title
attribute to specify the prompt for the control.
