accessible web photo gallery?

Hi folks,
Can anyone recommend an effective strategy (software+workflow+???) to
generate an accessible photo gallery?
The web gallery in Photoshop seems to be a good way to do, any other
(preferably free) recommendations?
Google's free Picasa doesn't seem to work, or, at least I can't figure
out how to have Picasa create ALT text for images without extra HTML
editing. The captions that you can add Picasa adds update the IPTC info
on the images, but don't generate an alt tag in the HTML.
