Personally, I feel that skip links are a disease, born out of the inability of (most) current browsers to offer good keyboard navigation that allows users to swiftly jump over block level elements such as lists, or to go straight to previous/next paragraph/heading/etc.
Of course, in a pragmatic view, we as web *content* developers have to patch the inadequacies of current browsers...but surely some responsibility must be placed on the browser developers to not just pay lip service to UAAG, but to implement its spirit more thoroughly...
Ah...idealism...
