Subject: accessibility (508) question on file attachment

Done anyone know any accessibility guidelines (Section 508 to be precise) for attaching a document to a web form? I'm adding a feature that allows users to attach a document to my web application. The file type can be just about anything (.doc, .pdf, .txt, etc.) Since I can't force the users to attach a 508 compliant document, I'm not sure how I can make this process compliant with 508. Once attached and submitted, the document can be viewed by admins and the users who submitted it within the same application. Does anyone have any suggestions or ideas?

This is the number one issue for all content management systems. You can
make them completely accessible out of the box, but the first person who
adds content can render it inaccessible due to an attachment or even adding
some content. There is no cure all. Accessibility requires awareness,
training, monitoring and vigilance.
