Does anyone have a reference for a technique to allow flash products to
respect system color and contrast settings to meet Section 508 36 CFR
1194.21(g)?

Allen,
This needs to be accomplished via equivalent facilitation - The Flash Player isn't using OS color and contrast settings, so a Flash developer needs to implement a style-switcher in the Flash content.
