The one person I've heard(ever)  talk about Silverlight and
accessibility is Saqib Shaikh. He seems to be working on Bing now, but
he's a place to start your search.

I don't have any experience with Silverlight development, but the new WCAG 2.0 Techniques include a section on Silverlight: http://www.w3.org/TR/WCAG20-TECHS/silverlight.html
