Hello,

I have noticed that our page editors (who use Contribute) often leave empty heading tags as they add/delete new things to a page. They have no idea they are doing this of course. Are these perceived by screen readers so as to be a pain in the rear?

The same goes for <p>&nbsp;</p> to create empty space on the page. It is my understanding these are not perceived.

If empty headings are perceived, but paragraphs are not, why is that?

Angela,

A quick check indicates that NVDA, Jaws 14 and VoiceOver with Safari on the
Mac ignore empty headings. Window-Eyes 8.1 on the other hand places the
browse mode cursor two lines below the empty tag. As a Window-Eyes user, if
I was not familiar with the behavior I would find it confusing.
