Hello,
This morning I am trying to update myself on the latest research/opinions about the value (or not) of Top of Page links. I would appreciate the opinion of those who use AT devices. Do these links provide any usability issues on AT devices that I should consider?

I'm not sure what you consider AT, therefore whether I qualify to answer.
I generally don't find the links to be very helpful, but I use browser
functions to get there quite often.
Which makes a single anecdote…
