Do the shortcut keys in assistive technologies take priority over HTML
coded accesskeys?
IF they do then isn't there still a benefit for keyboard users who don't
use assistive technologies, in employing accesskeys in the HTML??

If a user agent supports access keys, they override the shortcut keys for
the user agent. JAWS supports access keys, and if you provide a conflicting
key, yours will take precedence, changing the expected behaviour of the user
agent. Home Page Reader (HPR), and Windows Eyes do not support access keys,
so user defined keys won't cause a conflict at this moment in time. Of
course, there's no guarantee that HPR and Windows Eyes won't support access
keys in the future.

Sorry, I just realised a mistake in my response. Shortcuts in JAWS do
override the access key defined if they conflict, so it isn't as bad as I
first imagined.
