Hello,
Avada is a Wordpress theme, and its developers says their theme is 100%
WCAG compatibility. When I create a menu, screen readers does not work
well with it. JAWS and NVDA does not announce the menu item or its
position. Do you have any solution for that? Is there any accessible
menu plugin for Wordpress? I found "Accessible menu for Wordpress", but
it doesn't work with Avada theme.

I looked with JAWS 2018, and it behaved differently depending on whether I was navigating with arrow keys, or tabbing. Tabbing opened up the pop-ups.

Are you talking about the menu on the front-end not working well with screen-readers, or the admin area menu builder?
The WordPress accessibility team has an open bug for improving the admin menu builder for screen-reader users, and unfortunately there are no plugins that I know of that fixes this. Bug report: https://core.trac.wordpress.org/ticket/40678
If you're talking about the front-end, looking at the example link, it appears that Avada adds all the aria that should be there. I'm able to navigate through the menu using ChromeVox at least.

Based on my understanding of a talk that Joe Dolson gave on Global
Accessibility Awareness Day 2018 (May 17), a theme can say pretty much
whatever they want about their theme's level of support for accessibility.
But there's no actual guarantee that the theme properly implements
accessibility regardless of what it claims. You have to do your own
research.

FWIW, I use the Astra theme, and the developers are very responsive
about accessibility concerns brought to their attention. (I've sent them
several suggestions.) I don't know if it's been officially approved for
accessibility in the WordPress repository, but I know it was under
review for that a few months ago.
I've used Astra for several sites (in addition to highly customizing it
with custom page templates and custom fields for the client to more
easily update it and to make sure that content they add is accessible).
I've had someone with a screen reader test sites we've built with Astra,
and it worked well.
