I've noticed in Gmail and in some other apps that the icons have become
simpler, less sophisticated, more cartoonish.
I suspect that this is for accessibility reasons, to make them easier to
discern by people with visual and/or cognitive impairments.
Does anyone know whether I'm correct?

I have no idea if that's true, but if it is you can be sure it's nothing to do with accessibility. More likely, it's just another stage in the endless cycle between skeuomorphism and minimal design, which is invariably driven by fashion rather than UX research.
Despite all the talk, designers have a strong preference for doing something new rather than doing something that is known to work. It's why the user experience is still so terrible on so many websites even though we've known the principles of UX for decades.
