Is there any advice available on optimizing ASL videos and what the expected bit rate of a ASL video that can still be properly interpreted?
If there is a government approved guidelines for ASL deployment, I would be grateful to study the details.

At the risk of sounding handwavy...the bitrate/quality should be high
enough so that the signing can be distinguished clearly, and no lower?
But more seriously, just asking about bitrate, without extra information
about the actual size (width/height) of the video, how big the ASL
interpreter is presented in the video (just a tiny picture-in-picture in
the corner, or actually taking up half the image?) etc, is not likely to
yield any tangible/actionable answers...
(It's a bit akin to asking "what JPEG compression percentage can I use
on my images to ensure they're still good enough?")

No more hand waving than declaring that all videos should be less than 200MB. Not that i am saying that is our current procedure, but it is close. :-)
