Is there any good accessible documentation that talks to how to create
a VPAT and what goes into creating a VPAT? Thank you for your ehlp.

The first 9 pages of the VPAT template contain all you need to know.

If you are familiar with accessibility testing and WCAG, the templates at
https://www.itic.org/advocacy/resources/?policy=vpat are both accessible
and contain the information you need to fill out the form.
