Hi Marshall,
It's a great idea for a project.
Anyone developing such a document should be aware, not only of PDF/UA and (probably more directly useful) the corresponding Matterhorn Protocol (which is FREE, and includes descriptions of tests for each of PDF/UA's critical requirements), but of the "Tagged PDF Best Practice Guide: Syntax" published by the PDF Association last June:

This is technically-minded content, but it has a lot to offer those who are developing techniques for specific software.
