Hi there,
I write to you to ask this question: which wcag 2.1 guideline focuses on alt text for captions?

Alt-text is SC 1.1.1 Non-text Content.
If the caption is text, is doesn't need Alt-text because it isn't a
"non-text" item.
Alt-text is used for graphical items, such as photos and illustrations,
maps, charts, and similar graphical items.

If you mean that a video needs captions, the guideline reference
(success criterion) is WCAG 1.2.2.
If you mean that an image needs alternative text it is 1.1.1. It
doesn't matter where the image is used (caption, link, button, icon),
if it communicates information not available in adjacent text it needs
alt text.
The nature of the alt text depends on why and how the image is used,
so context comes into play when deciding what that alt text should be,
but the WCAG requirement is the same.
