I am wondering what is a good solution for streaming video in a classroom environment where the stream would have to be closed captioned for accessibility. I am looking for an affordable solution. Any ideas?

Some people have setup a text technology called IRC (Internet Relay Chat)
that allows text chatting over the Internet in real time, the chats can be
archived for later use. My understanding is that the tools are free and it
allows people to chat to a group of people using a text interface.

erik,
What piece are you looking for affordability in? How much video are we talking about? The players are all free, at NCAM/WGBH, we make a captioning tool (MAGpie) which is free, but there are costs involved with actually captioning the material and streaming it.
Do you really need streaming? If you can get by with progressive downloads, you can distribute the material via http, saving the cost of a streaming server.
