A tourism platform provides a brochure with accommodation offers. On its
website is a download-page with a PDF-version of the brochure. The PDF is
not tagged.



On the same website is a page with a search-form for all the accommodation
offers in the brochure. The form provides additional filter functionalities
(location, category, .).



There are some conditions for a conforming alternate version:

Would the website conform in this point under the following circumstances:

1. The form is accessible.
2. The PDF-file includes at least an accessible link to the form.
3. Near the download-link are hints stating the inaccessibility of the
download-file and a link to the accessible form.

If you are writing a test report for the website, I would regard the web form as being the primary means of form submission from the information you have provided. If it is accessible, the PDF is redundant so the question of a conforming alternate version does not even arise.

If you are writing a test report for the PDF, a conforming alternate version is relevant. In addition to the three items you listed, there are at least two more requirements:

1. All the information in the PDF must be available on the website, not just the form.

2. The path from the start of the document to the link to the form must be accessible, not just the link itself.
