Are there any Guidelines available for developing an Instant Messaging
Application?
What would you recommend a developer to consider?

Everything in WCAG 2.2 is relevant. Depending on the level of accessibility you require, the countries your product will be used in and the specifications you need to comply with, there may be further requirements in Section 508, EN 301 549 and CVAA (Communications and Video Accessibility Act). Some countries may have additional requirements.
