Dear Carlyn,
Frames can be made web accessible, so long as the frameset, and each frame refer to each other
in the frame and in the code. For detailed instructions on how to do it, and why it's important,

Carlyn,
1. Set the TITLE attribute in each FRAME element
2. Set the TITLE element in HEAD of each resource pointed to by each FRAME
element
You may also want to include a NOFRAME option to your FRAMESET.

Piggybacking on those last two replies I would like to add two more
points.
Make sure TITLE text is contextual and conveys the intended use of the
frame. Also, JAWS actually grabs NAME instead of TITLE- make sure your
names are logical.

Accessible by whom?
(I am considering writing a standard template with exactly that
reply -- "Accessible by whom?" -- to use whenever someone asks
whether or not a given something-or-other is accessible.)
