Bryce,
Checkpoint 6.3 [1] of WCAG States at a Priority 1 level: Ensure that pages
are usable when scripts, applets, or other programmatic objects are turned
off or not supported. If this is not possible, provide equivalent
information on an alternative accessible page.

So they would need some alternative to the current page or redesign the
current page to use different technologies to satisfy this requirement.
