Subject: Accessibility/Usability Guidelines

Hi,
I am looking for as much information and advice as I can get. I was asked to pull together a set of accessibility guidelines.
I am reviewing existing guidelines right now, but none of them so far seem to fit with the group or environment for which I am suppose to establish guidelines/standards.
These guidelines will be used by interface designers with backgrounds in usability. These guidelines are likely to be incorporated into style guides. A vast majority of the interfaces will be highly interactive.
I seem to be having a problem though. -- most guidelines appear to be geared toward the technical development aspect of site creation, not the interface design aspect of site creation. As far as possible, I also want to go beyond simply removing barriers for people with disabilities toward increasing the usability of interfaces for people with disabilities.
Any thoughts, information, or suggestions?
