There are three separate "menus" of links, in addition to the boxes
in the middle.

There's no apparent structure to the information, no obvious
groupings of pages.

If they can't be bothered to make the layout of the site clear, why
should visitors be expected to work it out?

Some of the links are dead ends, but that's not clear till you get
stuck. A link on the front page labelled "Staff Members" is not a
page about Staff Members, but it's some sort of secure login - which
the public can't access. So why not make that clear?

Basically, it looks as if someone stuck the links any old where
without giving a moment's thought to the poor site visitor.
