The formulation is somewhat vague, and it does not directly strike me as
an accessibility issue.

I guess this would best be discussed in some forum devoted to CSS, such as
the css-discuss list or news:comp.infosystems.www.authoring.stylesheets.
It would be easier to discuss if you included the URL of a demo page,
containing the _most natural_ markup for the lists, perhaps with some
attempt(s) at styling.

(My gut feeling is that you may wish to change from <dl> to <table> at
some point, and this will raise some accessibility issues, but probably
nothing serious.)
