I am making an accessible version of an online magazine. The magazine is in pdf format, and is 36 pages. When tagging the document, I have the inclination to make the page numbers part of the background (essentially removing them), or tag them and place them first in the reading order (so the page number will be read first before the page content). I am also planning on removing the header information on each page, since it seems pointless to repeat the name of the magazine and the issue at the start of each page.
Does anyone have any thoughts on this?

Yes, we remove headers and footers and put the page numbers first in the
reading order.
