I know that IE7 displays ALT text as a tooltip. What about later versions of IE?
And, can you as a user increase the size of the text in a tooltip display?

IE8 stopped doing this when displaying documents in IE8 mode.

Yes, the Appearance control panel lets you customize tooltips.
