It's in a proposed standard list for government sites in appendix C of the
Framework for senior managers which is part of Guidelines for UK Government
websites:

Those Guidelines are available in plain text, MS Word, and PDF format. Don't
ask me why there is no HTML version yet.
The description of the suggested accesskey 0 meaning is that it refers to
"the menu page of accesskeys detailing the accesskeys are being used
within the website and the information or services they link to"
If you have Adobe Acrobat Reader version 5, you should be able to get right
to appendix C using the following URL:

Accesskey 0 (for the purpose discussed there) is _used_ e.g. on the test
