I got a question from the EDF (European Disability Forum) regarding
contact management systems (such as Salesforce). They want to purchase
the most accessible system for their campaign, email and communication
management.
I know of SalesForce but not sure how accessible it is.
I suggested they ask for VPAT (Voluntary Product Accessibility
Template) from any potential vendors, but I am not sure what else is
out there and how accessible it is.
Hope this is not considered too off topic, and I know there is a lot
of knowledge lurking around this list.
Consider it an absolute exception.

Accessibility of authoring tools isn't off topic Birkir. I'm guessing from what you've said, that what you are primarily concerned with is whether the CMS can be used by people with disabilities, as opposed to whether it produces accessible web content, which is the other issue with CMS's.

Both of these issues are covered by the WAI Authoring Tool Accessibility Guidelines (www.w3.org/TR/ATAG10/). If EDF is putting out a request for tenders for the supply of a CMS, they might find it useful to use the suggested text from the IT Procurement Toolkit from the Centre for Excellence in Universal Design in Ireland. The toolkit provides text for requesting an accessible CMS for example:
