Good afternoon,

It is looking pretty likely that a WYSIWYG editor will be part of Drupal 8 Core, currently you have to install a contributed module after installing Core. As part of this initiative the Drupal community is looking for reviews of the accessibility of different WYSIWYG editors, currently focusing on TinyMCE and CKEditor.
