Is there a recommended open source tool available that will crawl a
website, test the pages for accessibility (preferably for 508 or WCAG via a
setting), and then produce a report?

Hi Mickey,

W3C WAI provides a Web Accessibility Evaluation Tools List, that is a filterable database. Under Filters, under License, there is an option for open source (and an option for free).

(It lists all known tools, and does not recommend one tool over another.)
