Well "generally" you can't apply alternative text directly to a jpg image...

More or less all image formats that work on the web today - GIF, JPG, PNG, PDF, SVG, and others - have a way to embed information, including textual annotations. This has been the case on the Web for a couple of decades, and tools such as the venerable and basic "Graphic Converter" for Mac - which I used with my copy of Netscape 2 - happily exposed the information.

It's a pity browsers and assistive technologies don't, except for some stuff in PDF and SVG …
