Has anyone used the oXygen XML authoring tool to create documents and,
specifically, PDF documents?
I am working with a colleague using the oXygen editor to create training
materials, product documentation, etc. While we can export to ePub and
XHTML formats with all the relevant accessibility markup included, we
cannot seem to get the PDF export to include the same accessibility
information (headings, image descriptions, etc).
We are using the Apache FOP print formatter to output the PDF documents
and, supposedly, it will support PDF/UA specification. We have reviewed the
online instructions, but can't seem to get the PDF output with the
appropriate markup (
https://xmlgraphics.apache.org/fop/2.1/accessibility.html).

I have used Oxygen in the past. I have not specifically converted files to PDF from XML. If the system will let you convert to XHTML, have you tried converting the XHTML file to PDF to see if the system has trouble with the XML from the start? I have read online that others have a similar issue. They say that Oxygen does not convert specialized XML to PDF only generic XML like TEI. I would be XHTML would also work because the stylesheet from that is generic and long understood. The problem according to one, is the XSLT file which controls all the style. It is not possible for a PDF document to understand all rules of a custom XSLT file because there are infinite variations that could be used. Try to convert to XHTML first for those you already created, or try to create in XHTML from the beginning. That might help.
