There is "AA" level page where the contrast is not meet the contrast
criteria in 1.4.3. Is it an acceptable solution if I put an accessible
button to activate a "acceptable" contrast mode?
For example: I make an accessibility toolbar, where one of the button set
up a higher contrast mode.

just make sure the accessibility toolbar is accessible and meets contrast
levels.
