Subject: Contrast ratio change on accessibility toolbar

There is "AA" level page where the contrast is not meet the contrast
criteria in 1.4.3. Is it an acceptable solution if I put an accessible
button to activate a "acceptable" contrast mode?

For example: I make an accessibility toolbar, where one of the button set
up a higher contrast mode.

Yes, that would be an acceptable approach per G174: https://www.w3.org/TR/2016/NOTE-WCAG20-TECHS-20161007/G174
