Does anyone know if there are any exemptions in regards to formal statements (legalese, mission statements, etc.) and accessibility from a readability perspective? We have several pages that are getting flagged because the content could be impossible to read for people that have learning disabilities.
How do other people handle formal statements when it comes to accessibility?

This is generally addressed by declaring the specification you are attempting to meet. LD concerns are typically addressed in WCAG 2.0 Level AAA, for example. If your intent is to meet Level AA, you do not have an obligation to provide (for example) simplified text.
