I am now looking for CMS systems where admin and user interface are both
accessible.

I could not find any except WordPress, which is a free and open sorce
software, but they have accessibility team, where they take care of
comply with WCAG.

Do you now accessible CMS?

Drupal is often cited as an accessible CMS. I know it is by a number of
university and government websites that claim compliance with WCAG Level
AA, and I personally use it in part because I believe it is an excellent
choice for accessibility.

The Drupal development team and community have a stated commitment to
accessibility here:
https://www.drupal.org/about/features/accessibility

I have not seen a recent study of the relative degree of accessibility
of different CMSes.
