Hello all, Greetings!
One of my colleagues would like to develop an automation tool that conducts
accessibility assessment on native apps in Android and looking forward for
suggestions on how to get started with that from this expert group. Can
someone out here advice me what are the frameworks/ packages available
specifically to build such tools. Any reference URL's that can help and get
started with the development.

Thanks in advance.

Thanks,
Venkatesh

Googles accessibility scanner is an example of an app that already does this. You can write your own - check out writing an accessibility service.
