I've done a brief search online to figure out what level of compliance
commercial websites must meet. My assumption is WCAG 2.1 A and AA but I
cannot find it written anywhere.

Does anyone have a definitive link?

Hi Donna, the ADA does not mandate specific technical standards for websites. The US Department of Justice has indicated that it sees the ADA generally applying to websites -- though but if you aren't WCAG 2 conformant it doesn't necessarily mean you do not conform to the ADA Title III requirements for equal enjoyment of services and goods. While historically settlements and litigation has used WCAB 2.0 as a measuring tool I perceive that over the next few months into next year we will start to see demands for WCAG 2.1 conformance. So it's best to get started with designing for WCAG 2.1.
