I am looking for suggestions on how best to create complex mathematical
equations in Word that can be made accessible to screen readers in a
resulting PDF document.

The only screen reader that can read math in a PDF is NVDA (just make sure that MathPlayer is installed on your PC). You can download a test PDF from here: https://msf.mathmlcloud.org/setups/20


However...there's no easy way to create a PDF with math like the example above...every math expression will have to be hand coded with MathML within Acrobat. Even though the Word doc can be made with MathType, if you save the Word doc to PDF all of the MathML gets stripped out and the resulting PDF won't have accessible math. You will be much better off just using the Word doc with MathType, MathPlayer and NVDA (WindowEyes works as well, although that screen reader is now obsolete). If you need support for JAWS, you'll have to export the Word doc to HTML+MathJax using MathType's "publish to MathPage" option.
