Lisa,

The navigation bar is being dynamically generated using Javascript (menu_com.js... huge script, but anyway). If you turn off javascript in your browser, you'll then get the "accessible content" specified in the <noscript> tags. Overall, a clumsy/incomplete approach - but at least they tried, and it wouldn't be that hard to revise/correct.
