Just have quick question regarding dimmed static text. Should that be rendered to screen reader users?

Hello,
Assuming you are talking about the web first of all. All non hidden text and even some hidden text will be available to screen reader users unless you work hard to hide it. If you are asking if it should be in a tapstop or live region, the answer is almost definitely no. Though, there is a reasonable chance that your dimmed text creates an inaccessible site with or without concern of screen readers. Why are you going out of your way to make text hard to read?
Actually, if you have a legitimate answer to that question, then perhaps we can provide an equivalent experience for a person using a screen reader.
