Does anyone have tips for:

1. Are there things that can be done in the design phase in Illustrator and
InDesign to help fix z-order when exported to PDF?

2. Does anyone have tips for highly designed infographics with regard to
matching z-order to the tag tree?

This seems to be a task that many of our clients are asking for. As many of
you know it is very tedious. Any help or additional information would be
appreciated.

You might want to look at possible PDF accessibility vendor solutions.
There are desktop tools from CommonLook (Adobe plug-ins) or Crawford
Technologies (a tool called Remediate, does not require Adobe
products).
There are also tools/services from OpenText, Open Access Technologies
and Equidox that may help.
I am not affiliated with any of these vendors, just looking at
different solutions in this space myself.
Feel free to ping me off-line if you guys find something that works,
vendor or no vendor.

We teach this in our 508 + InDesign classes:
How to control the tag RO, the architectural/construction RO (aka, the
"Order" tree), and info graphics.

With planning, design, and knowledge, they can be fully accessible and
correct in most documents, and at the least, need only minor remediation in
Acrobat.
