Describing an organization chart.

Hi list,
Has anyone written a text description of a organization chart to go with a
graphic?
Yesterday a client came to me asking for guidance on the text of a "D" link
for their organization chart. The chart shows the organization from the
division chief and his personal staff, then section chiefs and their staff.
Originally she wanted to use indentations to show the relationships of
managers and staff. I explained that the screen readers would not identify
the level of indentation to the listener. The names will sound like one
sequencial list.
The method I suggested was to assign level numbers to the people and place
these before their names. The Division chief will be level 0, his personal
staff 0-1. The section managers level 1 and their staff people level 1-#.
Two things may have influenced my approach: A math and computer science
background, and the fact that I can not see the original drawing.
Any comments on how to approach this tuype of text description?
