Can a modal dialog be made to work properly for screen-reader users on the web?

Good morning,

I posted a new article today regarding screen-readers and modal dialogs on the web. As far as I can tell modal dialogs really don't work well enough with screen-readers to be recommended, unless there really is no other option. I'd love to be corrected about this.
