Thanks for your helpful replies.

They seem to indicate what I suspected, that the assistive software is
"doing its best" without the Label tag, but may not work in every case,
whereas it would always be OK with the tag.

The "assistive software" I used was Dolphin Supernova.

As no one has given a separate advantage to the tag, which I could test, I
think I am in a position to assume that my Label tagging code is working all
right. I have tested it using http://wave.webaim.org/, and that passes, so
my next step is to publish the routines to my colleagues - and beyond, who
knows?

For your interest, I am using Oracle's "PL/SQL Web Toolkit" - dated 1997 -
using the "htp", "htf" and "owa" commands. Apologies if we seem hopelessly
out of date - but it still works!
